Ed Rast
Board Vice ChairEd Rast, a longtime Board member of UNSCC, is the Vice-Chair and in the past, has been the Chair and former presenter at several UNSCC’s Annual Conferences. He is a former Board member and former President of the Willow Glen Neighborhood Association (WGNA) in the City of San José. WGNA has had a long history of very active volunteer committees, participation in community history and heritage preservation; San José and Willow Glen planning and land use; San José and regional transportation; ecological conservation; public safety; as well as special events committees for community events. Ed was a member of the Santa Clara Valley Water District’s Guadalupe Flood Protection and Watershed Advisory Committee and a Board member of the Environmental and Water Resources Committee. Ed was the Chair of City of San José Sunshine Reform Task Force, Phase I and Phase II (2006-2008).
In April, 2006, the City Council approved the establishment of the Sunshine Reform Task Force to review and make recommendations to the council regarding open government in the City of San José. Phase II began in August, 2007 making recommendations to make government more open and accountable. In April, 2008, the task force completed its Phase II recommendations regarding ethics and conduct; technology; administration and accountability; and public records.
